اللغة الفرنسية يقل تعلمها في العالم


اصدرت فرنسا قانون لحماية اللغة الفرنسية 


كل مجتمع يعتز بهويته الوطنية ويدافع عن ثقافته ويفخر بلغته فدولة كبرى مثل فرنسا حرصا منها على حماية اللغة الفرنسية حيث اصدرت قانون ما يعرف باسم قانون توبون Toubon Law 


الذي يلزم باستخدام اللغة الفرنسية في النشرات والمطبوعات والاعلانات الحكومية وقد استخدم هذا القانون من 


قامت جمعيتان مهتمتين بالدفاع عن اللغة الفرنسية وهما جمعية الدفاع عن اللغة الفرنسية وجمعية افنير للدفاع عن اللغة الفرنسية

برفع قضية على موقع تابع لاحد الكليات التقنية Georgia Tech Lorraine بتهمة انتهاك القانون الملزم باستخدام اللغة الفرنسية و الذي يمنع بيع السلع وتقديم الخدمات في فرنسا دون استخدام اللغة الفرنسية

ممنوع استخدام كلمة e-mail ( البريد الألكتروني ) في فرنسا 


اصدرت وزارة الثقافة الفرنسية قراراً يحظر استخدام الكلمة الانجليزية ايميل EMAIL للإشارة الى البريد الالكتروني واستخدام كوري COURRIEL بدلا منها وذلك في جميع الوثائق والمطبوعات ومواقع الانترنت الحكومية. 


يأتي هذا في اطار الخطة القومية الفرنسية الرامية الى تنقيح اللغة الفرنسية من الكلمات الانجليزية وهي الخطة التي بدأت منذ عدة سنوات واثارت جدلا كبيرا وقتها بين المؤيدين المعارضين ودافعت اللجنة الوزارية للمصطلحات والتعبيرات والتي اوصت بالغاء مصطلح ايميل عن رأيها بشدة متنوعة بكون مستخدمي الانترنت في فرنسا يستخدمون مصطلح كوري اليان د************ COURRIER ELECTEROIQUE اي البريد الالكتروني بالفرنسية بدلا من ايميل في تعاملاتهم اليومية مع بعضهم البعض على الشبكة وهو الادعاء الذي نفاه بشدة خبراء الانترنت في فرنسا، وقالت اللجنة الوزارية ان كلمة كوري تستخدم ايضا بصورة واسعة في الصحافة وتمتلك ميزات تنافسية مع الكلمة الانجليزية المستعارة ميل MAIL. 


وقد جاء قرار الحكومة الفرنسية ببدء تطبيق استخدام كلمة ايميل بعد اسابيع قليلة من الاعلان عن الحظر في وزارة الثقافة الفرنسية في العشرين من يونيو حزيران الماضي. 


ويذكر أن هناك تعاونا وثيقا بين اللجنة الوزارية والتي تم تشكيلها منذ نحو 7 سنوات وبين معهد «اكاديمي فرانسيس» الذي يعد من اكبر المعارضين لاستخدام كلمات اجنبية خاصة الانجليزية في اللغة الفرنسية

PARIS (AP) — Goodbye "e-mail," the French government says, and hello "courriel" — the term that linguistically sensitive France is now using to refer to electronic mail in official documents. 


The Culture Ministry has announced a ban on the use of "e-mail" in all government ministries, documents, publications or Web sites, the latest step to stem an incursion of English words into the French lexicon.

نزع الاسماء وتغيير المعاني يكسر المعادلة التأسيسية التوافقية القائمة بين الاشياء والكلمات، ان لم يكن شعرا فانه نوع من التعسف. أليس اول انجازات التوتاليتاريات، وانقلاباتها يطال المعاني قبل كل شيء، اطلاق تسميات جديدة تجعل الواقع اكثر تناسبا مع رؤيتها الجديدة والخاصة للعالم؟... بالضبط فان من العادات السيئة لمطاعم الوجبات السريعة انها تطلق تسميات جديدة من اجل دمج الاشياء في نظام قيمها وتصوراتها الخاصة عبر مجموعة من التوريات والكنايات... وليست بالمزحة العابرة عملية اطلاق تسمية "بطاطس الحرية" freedom fries ما وراء الاطلسي على ما كان يعرف بالبطاطس الفرنسية French fries المستهجنة في عز عملية لي الاذرع الديبلوماسية بين اميركا وفرنسا خلال التحضير للحرب على العراق. ففي ما يتجاوز الشعور الوطني الدنيء انه تعبير رمزي عن عنف مواز لما كان يحصل في الفترة نفسها من رمي للنبيذ الفرنسي واحراق للمنتجات الغذائية الفرنسية امام عدسات مصوري التلفزة.

Protecting the French Language 


Can you imagine paying a $100 fine for saying the word ‘fast-food’ instead of ‘restoration rapide?’ ‘Parking lot’ instead of ‘stationnement’? In France, there are now laws prohibiting the use of any English word in place of a French word. These laws are part of an ongoing battle against English words that some French people think are “infiltrating” the French language. 


French people, like people all over the world, borrow words from English to express certain ideas. Word borrowing happens when groups that speak different languages have contact with each other. Why, then, would French citizens pass laws to stop the borrowing of French words? 


French citizens are very proud of their beautiful language. In addition, there is the area of international relations. When different countries meet to make agreements and to solve problems, a common language is needed for communication. For a long time that language has been French. In fact, any language now used for international purposes is called “lingua franca” or “French language.” This international use of French makes French citizens unwilling to blend French with other languages. 


The French Academy, established in 1635, became the national authority on the French language. This group of citizens writes a dictionary to keep up with the changes in the French language. It establishes the rules for spelling and punctuation of French words. The Academy also makes decisions about the proper use of French.

عمدة طوكيو يصف الفرنسية بـ «الفاشلة دولياً» 


وصف شينتارو إيشاهارا عمدة مدينة طوكيو،اللغة الفرنسية بأنها «لغة فاشلة دولياً». 


وكان عمدة العاصمة اليابانية قد عاب على لغة موليير فشلها في التحول إلى لغة عالمية بسبب عجزها عن إيجاد مفردات خاصة للدلالة على جميع الأعداد، مستشهداً في هذا الصدد بلجوء الفرنسيين إلى استعمال عبارة «ستين وعشرة» كناية عن «سبعين» و «أربع عشرينات» كناية عن «ثمانين» وحتى أربع عشرينات وعشرة للإشارة إلى العدد «تسعين» وهكذا!!


».يُذكر أن بعض البلدان الفرانكوفونية، كبلجيكا وسويسرا وكندا.


اعتمدت مفردات أخرى للدلالة على الأعداد التي جاءت موضع انتقاد المسؤول الياباني، مثل «سيبتانت» (سبعين) و«أوكتانت» (ثمانين) و«نونانت» (تسعين).

The Governor of Tokyo is being sued by a group of language teachers for ruining their livelihoods after he suggested that French was a failed international language. Twenty one teachers and researchers are demanding 500,000 yen (£2,550) each in compensation for lost income. 


They are unhappy about comments made by Governor Shintaro Ishihara during a speech at the opening of a university last autumn. “It is no surprise that French has failed as an international language because it is a language that cannot count numbers,” he is reported to have said. 


He was referring to the language’s complicated counting system. Eighty translates as “four 20s”, 70 is “60-10” and 97 is “four 20s-ten-seven”. 


Private school teacher Brendan Marcus is one of the plaintiffs. 

“For someone of his public stance, it’s quite unacceptable,” he told the Reuters news agency. “When you know how many French scientists and mathematicians throughout history have made important contributions, his remarks are not appropriate.”

Other commentators have pointed out that Japanese numbering is not beyond criticism. One million, for instance, translates as “100 10,000s”.
