HOW THE EMIRATES BAN CAMERAS

According to article 168 of the UAE Penal Code, anyone caught taking pictures of palaces, embassies and security facilities can be sentenced to up to five years in jail and receive a hefty fine.

Three years ago, an Iranian tourist was sentenced to a month behind bars for taking photos of the presidential palace - after languishing in jail for three months before the verdict.

And an Indian man was fined nearly $300 for photographing planes taking off from Abu Dhabi airport.


Chief Justice Shehab al Hammadi of the State Security Court said at the time that ignorance of the law was no defense.


An Emirati court last year sentenced eight people, including an American, to up to a year in prison for their role in producing a satirical video about youth culture in Dubai that prosecutors said defamed the country's image.


The American, Shezanne Cassim, was released within weeks of the verdict, after having already serving nine months behind bars.

American ambassador to Afghanistan, E Anthony Wayne, said that every day $10m in cash was being smuggled from Kabul to Dubai in briefcases, much of it from the Afghan heroin trade, which has boomed since the US invasion. Wayne said a US investigation found that $190m in cash was smuggled in just 18 sample days.

In July of this year, the UN Security Council called the Force "the most brazen violation of the [Somalia] arms embargo by a private security company." فجأة توقفت التسريبات التي نُشرت من البريد الإلكتروني للسفير الإماراتي في واشنطن، يوسف العتيبة، ولا نعرف السبب وراء ذلك. وهل اشترت الإمارات من قاموا بالتسريبات، أم أن الجهة التي تحتفظ بها آثرت الانتظار حتى ينقشع غبار الأزمة الخليجية الراهنة؟ وأيا كان السبب، يظل من المهم تفكيك تلك التسريبات، وفهم مغزاها وسياقها السياسي، بالإضافة إلى تحليل أبعادها ودلالاتها.
ربما لم تضف تسريبات العتيبة جديداً لما هو معروفٌ عن دور الإمارات في محاربة التغيير في العالم العربي، ودعم أنظمته السلطوية. كما أن قراءة التسريبات من هذه الزاوية تظل قاصرة وغير مكتملة، لطبيعة التحولات والتغيرات التي تمر بها المنطقة. ولكن الجديد في التسريبات أمران: خريطة توازنات القوى التي يُصار إلى طبخها الآن وإعدادها في المنطقة، من خلال المحور الرباعي (تل أبيب، أبوظبي، الرياض، القاهرة)، وحجم الاختراق السياسي والإعلامي والبحثي للإمارات في دوائر سياسية وإعلامية وبحثية أميركية، بشكل لم تمارسه أية دولة من قبل.
تكمل تسريبات العتيبة أجزاء الصورة الناقصة لخريطة التغيرات والتحالفات الجديدة التي تم تحضيرها للمنطقة العربية في الغرف المغلقة، سواء في واشنطن أو في أبو ظبي، وكيف وصلت الثقة بالعتيبة، ومن خلفه، بالمشاركة في رسم الخطوط العامة لهذه الخريطة، بما يسمح لدولة الإمارات بلعب دور رئيسي فيها. كما يبدو جلياً حجم التوظيف الإسرائيلي للعتيبة وولي عهد أبوظبي محمد بن زايد، في هذه المسألة، وكأنهم يعملون نيابةً عن تل أبيب، من أجل الحفاظ علي الأخيرة مقابل تدمير المنطقة. والآن، يجري تدشين تحالفٍ جديد في المنطقة، قاعدته المركزية في تل أبيب، ورأسه في أبو ظبي، وأحد جناحيه في السعودية، والآخر في مصر. وقد لعبت إسرائيل جيداً على الأضلاع الثلاثة (أبو ظبي، الرياض، القاهرة) من أجل تثبيت هذا الوضع الجديد، عبر استغلال علاقتها وتأثيرها في واشنطن.
العنوان الزائف لهذا التحالف الجديد هو "مكافحة التطرف" ودعم "الاعتدال"، ما يعني، صراحة، تصفية خصوم إسرائيل، سواء تمثل ذلك في تيارات الإسلام السياسي أو التيارات المدنية التي تحاول بناء ديمقراطياتٍ حقيقية في المنطقة العربية، قد تمتثل لإرادة شعوبها ومطالبهم. أما الملفت فهو استخدام سياسيين وإعلاميين وباحثين، من أجل ترويج هذه التحالفات والتوازنات الجديدة في المنطقة.
لا يمكن فهم تسريبات العتيبة، التي أكدت المتحدثة باسم السفارة الإماراتية في واشنطن، لمياء جبري، صحة البريد الإلكتروني التي خرجت منه، وهو بريد العتيبة، من دون الرجوع قليلاً  
إلى الوراء لمعرفة كيف وصلت الأمور إلى ما هي عليه الآن. كانت البداية قبل "الربيع العربي" بسنوات قليلة، وتحديداً خلال الفترة الرئاسية الثانية لجورج دبليو بوش، حين تم تقسيم المنطقة بين محوري "الاعتدال" و"الممانعة". ضم الأول مصر تحت حكم حسني مبارك، والسعودية تحت قيادة عبد الله بن عبد العزيز، وكان ولياً للعهد وقتها، والأردن بقيادة الملك عبد الله الثاني، والإمارات بقيادة ولي عهد أبوظبي، محمد بن زايد، الذي بدأ نفوذه يتزايد مع تدهور صحة رئيس الدولة، الشيخ خليفة بن زايد، في حين ضم الثاني إيران وسورية وجماعات المقاومة في لبنان وفلسطين. وظلت العلاقة بين المحورين تراوح مكانها بين شد وجذب، وصعود وهبوط، خصوصا مع التغيرات الجذرية التي أصابت المنطقة، ومنها اغتيال رفيق الحريري في فبراير/ شباط 2005، والصعود المفاجئ لجماعة الإخوان المسلمين في العام نفسه، وفوز حركة حماس في انتخابات 2006 الفلسطينية وتشكيلها الحكومة، وصعود نجم الرئيس الإيراني العنيد، محمود أحمدي نجاد، بين عامي 2005-2013، وتعقد ملف البرنامج النووي الإيراني.
وقد اتسمت العلاقة بين المحورين المذكورين بقدرٍ من التوازن طوال مرحلة ما قبل الربيع العربي الذي كان يميل هنا أحياناً وهناك أحياناً أخرى. وذلك إلى أن بدأت موجة الربيع العربي تضرب أكثر من بلد، حتى استشعر محور "الاعتدال" بالخطر الداهم، ليس فقط على مصالحه، وإنما أيضا على بقائه، فكان منطقياً أن تسعى بلدانه إلى إجهاض محاولات التغيير التي بدأت فيها، قبل الانتقال إلي إجهاضها في كل مكان، كما جرى، ولا يزال، في مصر واليمن وليبيا وسورية والمغرب وتونس.
وبينما كانت الأطراف المختلفة تحاول لملمة نفسها، وإعادة تموضع استراتيجيتها، تماشياً مع الأوضاع الجديدة التي أوجدها الربيع العربي، قفزت الإمارات إلى الواجهة، محاولة تقديم نفسها "طوق النجاة"، ليس فقط لمحور "الاعتدال" المزعوم، وإنما أيضا للمنطقة ككل. وقتها، كان يوسف العتيبة، الذي كان منذ عام 2000 يحتل منصب مدير الشؤون الدولية في مكتب محمد بن زايد ومهندس صفقات السلاح مع الولايات المتحدة الأميركية، وافداً حديثاً إلى واشنطن، بعد أن تم تعيينه سفيراً لبلاده فيها في مارس/ آذار 2008. ومنذ أن وطئت قدماه واشنطن، انخرط العتيبة في نسج شبكة علاقاتٍ واسعةٍ مع سياسيين ودبلوماسيين سابقين، مستعيناً في ذلك بإيمي توماس، المديرة السابقة للاتصالات في مكتب الرئيس الأميركي الأسبق، جورج دبليو بوش، والتي عينها مسؤولة للمراسم في السفارة الإماراتية، وكانت وظيفتها الأساسية تقديم العتيبة إلي "عالم واشنطن" بكل أسراره وتعقيداته، مستفيدة في ذلك من كل أنواع الإغراء المادي ودبلوماسية الشيكات التي استخدمها العتيبة، حتى أصبح حضوره فاعلاً في دوائر صنع السياسة الأميركية.
وحسب التحقيق الموسع الذي أجرته صحيفة هافنغتون بوست الأميركية عنه، فإن العتيبة يتحرّك كالأخطبوط في أروقة واشنطن، ويُمسك بخيوط السياسة والمال والإعلام والاقتصاد فيها،  
يحرّكها بما يتناغم مع مصالحه ورؤية بلاده لدورها الجديد في المنطقة. ومن يحلّل شخصية العتيبة، كما ورد في التحقيق المذكور وما خرج من التسريبات، يكتشف شخصاً مهووساً بذاته، متماهياً مع الثقافة الأميركية حتى الثمالة، يحاول تقديم نفسه للأميركيين باعتباره "النموذج" الذي يجب أن يكون عليه شباب المنطقة العربية. وبحثٌ سريع على شبكة الإنترنت يؤكد هذه الحقيقة. فالرجل يتحرّك بين مراكز الأبحاث في واشنطن كالطاووس، يوزع أمواله هنا وهناك، ويشتري كل ما ومن هو قابل للشراء. ولا يتوقف عن إلقاء المحاضرات في المراكز البحثية التي غمرها بأمواله، ولا يتردّد في وضع أجندتها البحثية، وقائمة المشاركين في مؤتمراتها، على نحو ما دلت عليه تسريباته مع جون حنا، كبير المستشارين في "مؤسسة الدفاع عن الديمقراطية" اليمينية المتطرّفة. 
لا يدرك يوسف العتيبة، ومن خلفه، أنه مهما فعل لن يرضى عنه رجال واشنطن، وسيظل بالنسبة إليهم مجرد "بطاقة ائتمانية" لا أكثر، وأنه سوف يُركل بعيداً، بعدما يتم استنزاف جيبه وجيب من يدعمونه، تماماً مثلما حدث مع آخرين، أبرزهم السفير السعودي الأسبق في واشنطن، بندر بن سلطان، الذي فشل فشلاً ذريعاً في إصلاح العلاقات بين واشنطن والرياض بعد أحداث "11 سبتمبر" في العام 2001، على الرغم من الأموال الطائلة التي أنفقها على شركات اللوبي ومراكز الأبحاث في واشنطن ثلاثة عقود.
